Hello @scott4 i do not know the technical answer of what genre it’s in - that said, I would consider it more folky than bluesy (those are technical terms 
)

Pan pipe players like playing it and there is also a heavy metal version by disturbed
I remember Frank Sinatra singing blues of sad love songs slowly in the fifty’s!
I found one harmonica version close to blues harmonica! I did not copy the link quite right but Kuper comes close if you scroll down his list to Sound of silence!
No I would not classify it as a blues tune. I consider it folk or pop. But it’s mostly a minor pentatonic tonality, so in that sense it very much resembles a blues song, and the lyrics also deal with blues like themes.
It works really well in 3rd position!
