Take a look at Jason Ricci YouTube channel. he had plenty of videos that will help you with improv on the harp. stuff like using the pentatonic and blues scale triads and peddle point exercises to create in your playing.
another tip for you is to build up a riff/phrase library to use in your improv.

You can’t learn “blues” you have to feel it, as in Buddy Guy’s I play by feel. Once you learn the techniques just play with the songs, like lil’ Walter is on a lot of Muddy Waters stuff.
